MPD: Man arrested after filming up woman’s skirt at Marshalls

MADISONVILLE, Ky. (WFIE) - Madisonville Police Department officials say a man is in jail for filming up a woman’s skirt at Marshalls.

According to a press release, officers were dispatched to Marshalls in reference to a reported sex offense on Thursday, February 19.

Officials say the victim told officers that she saw a man, later identified as Wayne Richardson, filming up her skirt while she was shopping with her two children.

Richardson had fled the store and surrounding area prior to officers’ arrival.

Officers say they immediately began a thorough investigation.

Through coordination with assisting law enforcement agencies, engagement with local residents and businesses and outreach within the community, investigators were able to positively identify Richardson.

On Monday, a warrant for Richardson’s arrest was secured.

Officers with the Madisonville Police Department, along with Troopers from the Kentucky State Police, made contact with Richardson at his residence.

They say following an interview, Richardson was taken into custody without incident and lodged in the Hopkins County Jail.

He is being charged with Video Voyeurism and being held on a $3,000 bond.

Richardson has a court date set for Friday, February 27 at 9 a.m.
