Horacio Peña was born in Managua, Nicaragua in 1936 and later emigrated to the United States, earning his Ph. D. at the University of Texas.
Peña is an educator and a poet.
He has taught Spanish on the faculties of Huston-Tillotson College in Austin, Texas, and at the Episcopal Theological Seminary of the Soutwest, also in Autsin. Peña also has served as an instructor at the Defense Language Institute.
Peña is known outside the classroom as a poet and author. He has been published in the United States and in Latin America.
