JASPER, IN (WFIE) -

A Jasper man is charged with felony possession of a hoax device.

Jasper Police and the Dubois County Sheriff's department got a tip that there might be an explosive device inside an apartment in the 300 block of W. 42nd Street.

Officers say they found the shell of a metal pipe bomb but no explosives.

Police say Jeffrey Rynard admitted to them that the pipe bomb was made to scare and intimidate someone he was having problems with.

The 25-year-old Rynard is being held without bond in the Dubois County Jail.
