Residency investigation underway for Shelby Co. Commissioner Henri Brooks

(WMC) - WMC Action News 5 first noticed a potential problem with where Shelby County Commissioner Henri Brooks claims she lives last week when multiple neighbors reported they never saw her there.

On quiet Crump Avenue off McLean Boulevard in Midtown, there is a Henri Brooks for Juvenile Court Clerk sign in front of one house. But there is never a sign of the Shelby County Commissioner herself, according to neighbors.

The house, where Brooks claims she lives in court and election records, is owned by a Jerry Brown Junior.

"I know the name, but that's all I know ... Maybe I have and didn't know who she was, but I don't recall seeing a woman there in years," said neighbor Brock Sides.

There are allegations that Brooks actually lives in a Cordova neighborhood, well out of her district.

Fellow commissioner Terry Roland raised the residency issue during Monday's meeting.

"I don't think she's ever lived in the district, I really don't," said Roland.

The commission will consider replacing Brooks if the investigation reveals wrongdoing, but not before.

"We won't hold a trial here; don't forget we're not a policing agency," said Shelby County Commission Chairman James Harvey.

Brooks was silent on the issue during the meeting.

However, Roland claims that has nothing to do with the residency issue.

"I mean, the law says they have to step down immediately ... If they don't live in their district, period," said Roland.

Commissioners should learn the results of the county attorney's investigation during a special meeting next week. Meanwhile, Brooks could contest any attempt to replace her in court.

Last week, Brooks surrendered herself to Jail East after a simple assault warrant was issued. The 65-year-old commissioner and juvenile court clerk candidate was booked on that charge.

According to an incident report, a woman was trying to pull into a parking space at Methodist University Hospital. Before she pulled into the space, police say Brooks "whipped her vehicle around hers and into the parking space." The police report says the victim swerved to avoid a collision, ran over a curb, and hit a tree with her back bumper.

Brooks has also been in the news recently for marking a controversial comment saying Hispanics shouldn't qualify as minority contractors in an area with so many African-Americans.
