The first phase for a cloverleaf at Highway 41 and the Lloyd Expressway in Evansville is expected to start soon.
The next phase in the $30-million project is to get the area ready for construction to begin.
There is a water line that runs down the barrier wall in the median of the Lloyd.
It runs from Canal St to Willow Rd.
They will need to relocate it so construction can begin on the cloverleaf.
Officials say neither water quality or service will be affected.
Deputy Director of Utilities Mike Labitzke is in charge of engineering and says they will replace the old line with a new one.
"We should see some improvements of water quality cause we'll be removing unlined ductile which sometimes had discoloration in the water that runs through it," said Labitzke.
Now the city says the main inconvenience will be construction when it begins.
The areas they believe that will be most affected will be the neighborhoods around Walnut and Willow roads.
