14 News has learned of an appeal that has been filed with the Indiana Utility Regulatory Commission on the Evansville Smart City Initiative, the city's modernization plan.
The appeal was filed by Evansville City Council Attorney Scott Danks.
It's an idea that was brought up by council member Conor O'Daniel at the council's last meeting.
Some council members question the cost savings laid out in the plan with Johnson Controls. That plan calls for water meters in the city to be brought up-to-date. It also calls for a fiber optic network to be created across the city.
This plan was passed back when Jonathan Weinzapfel was mayor.
