Japan's government wants Okinawa to accept a U.S.-Japan deal to relocate an American marine base from a crowded city to a less populated area.
But Okinawans insist the base move entirely off the island.
The southern island has hosted most of the American forces in Japan since world war two.
The remaining U.S. bases in Japan have drawn criticism from residents who point to rising crime rates, environmental damage and noise.
