CLARKSVILLE, IN (WAVE) – Police arrested a sex offender they said was pleasuring himself in plain sight through a window.
In a small apartment complex on Sherwood Avenue in Clarksville, Rachel Wilhoyte was surprised to see officers next door, just a week after she moved in with her 4-year-old daughter.
"It is kind of disturbing, yes, especially with my little one here," said Wilhoyte.
A witness told police that Breeden was inappropriately touching himself. Police say this isn't the first time he's been accused of this type of behavior.
"He admitted that he's been in trouble in the past for what he called something similar and he admitted to being charged prior for sexually related offenses," said Jeff Kennedy, a detective with the Clarksville Police Department.
Breeden is listed on the sex offender registry and according to the website, he was convicted of sexual battery in 1986.
"I had no idea that there was a sex offender living right down there," said Wilhoyte.
Kennedy said when Breeden was questioned he admitted to police that what he was doing was wrong.
"At that time he expressed to the detective that he needed help for his urges and wanted to get help," said Kennedy.
Breeden is charged with public indecency and indecent exposure. He is being held on a $5,000 bond.
