"Don't be a bystander" is the message from a new campaign aimed at stopping bullying.

A top advisor to President Obama and singer Lady Gaga's mother spoke at a bullying summit in Washington, D.C. Tuesday.

The goal is to get children to speak up and speak out if they're bullied or see someone else doing it.

Lady Gaga's mother shared some of her daughter's experiences as a target of bullies, and reminded the crowd that historically, we've ignored the person inflicting the hurt.

"We've neglected the bully, and they're quite often hurting even more than the person that they're lashing out to. A lot of these youth are experiencing many issues at home, whether that's alcoholism, you know, emotional abuse, and they're suffering," said Cynthia Germanotta, Lady Gaga's mother.

Children now have the opportunity to speak up and tell others how they've stopped a bully in his or her tracks through a new contest at stopbullying.challenge.gov.
