The deadline is up for a tri-state horse owner. Henderson County Officials gave Richard Stallings 30 days to nurse over 20 horses back to health.
Animal control was back at the Reed, Kentucky farm on Wednesday, and they tell 14 News that all but 13 horses have been moved from the farm.
Stallings was found guilty back in 2008 on 50 counts of mistreating horses. Chief Animal Control Officer Jason King says he talked with the horses caretaker this afternoon. King says conditions have improved, the horses' nutrition is better, and the stalls are cleaner. So as of now, those horses are in better shape and will remain on the farm.
Animal control says the owner has been cooperative and made the necessary changes. Officer King says he didn't get a chance to speak with Stallings himself on Wednesday. He says he'll be following up with him on Thursday just to double check the condition of the horses that were moved from the farm.
